About the propolsal 4, I can bring the idea of build floating lily pads, which are cities that float in the sea and solve the problem of rising sea and the massification of people in one place. The city, by Vicent Cellabaut can accommodate 50,000 people, is supplied with their own crops, generates its own energy and can move from one place to another, this solution would put the probability of tsunamis, tidal waves...
I think it's the best solution.
PROPOSAL 1: Hello. I don't think that it's a good idea, because... how are you going to transport that water to the poorest countries? By boat? By Truck? That will be a lot of work and it will contaminate.
