I think it's a good idea to build houses on piles but what are you going to do with the houses without piles? you want to build new houses? that would cost a lot of material and money. I agree with most of those comments. About your second idea, about the floodings, I think that the subject is not developed enouth. You just say the ideas that you have, like limiting the polution and take some mesures, but you don't tell us how we could limit the polution or wich mesure we should take.
